With these linkages adjusted properly you can adjust the mower links (both sides to achieve the correct cutting height. adjust the mower so the front is 1/4 to 3/8 lower then the sides. the wheels shouldn't be touching the ground but they should be close. Make sure everything is working with all those linkages. Thats the best I can describe it to you.You might need to try disconnecting the outside rod and using vise grips to exercise the lever. Finally, attempt to turn the PTO shaft manually. When shifted one way, it should be free, turning very easily. When shifted the other way, it should be connected to the PTO driveshaft, clutch, and turn much harder.
