First, wipes are not normal. This was the second console wipe and 1st PC wipe in 2 years. It was announced on twitter (great source) a while ahead of time. Second, official servers don't normally disappear on update, unless yours was one of the TEMP servers (which can disappear any time). Your best bet would be to tweet @DayZ and ask.

Wipe is wipe, no preserving xml has nothing to do with storage. Unless your talking about bases made with dayz editor, or any other xml edits yea you can back those up. always keep backups if you a server owner, multiples. If you are a player community servers can wipe at any time, official wipes have nothing to do with community servers

Yes loot will have respawned. But wont be much if your on a full server. Now the server just restarted. Check tisy again it will be full of loot. So i assume loot does spawn on restarts. Yes loot from b4 will still be there but alot more added to it. Someone prove me wrong of you think otherwise.
