Secret Service is 1 module for a chance at 1-3* legendaries. BOS you HAVE to pick to spend the extra cores and modules to craft at 1*,2*, or 3*s. SO yes, ultimately it is still RNG. If all you want is Unyielding, then you have potentially a lower cost by just chancing it with SS. I got the Recon first and then the SS and there's little in it.
