While they only appear in Gold, Silver, Crystal, HeartGold, and SoulSilver, they are still considered as Kanto Gym Leaders. Janine who is Koga's daughter replaces him and Blue replaces Giovanni as the Gym Leader. Gold, Silver, and Crystal Pokemon Team.

I never really felt that overleveling was an issue, as everything scales to your strongest mon. And the difficulty is easily changed if you feel it's too easy. Default I would say was slightly harder than an early main series game. I feel like a soft or hard level cap wastes too much exp.
