I didn't feel like doing the Main Quest untill I was able to enter the Embassy, so I used the console to unlock the front gate and enter the building.

Once you have all of the stones you can turn them into Vex with the Theives guild and she'll tell you that you'll need to find the actual crown of Barenziah. This is located in Tolvald's Cave. The quest will give you a marker for the crown. It will be very deep inside Tolvald's Cave and you'll have to kill a lot of Falmer to reach it.As frustrating as it is, i do recomend going to some of those cleared locations (or look at a video guide to see exactly where some stones are, and if you remember picking them up). Also, the stone in the thalmor embassy is a pain to get if you miss it the first time, but you can go back into the cave, its just not a location on the map.

23/24 Stones of Barenziah glitch, help needed. As the titles says, I have hit this glitch, I have been to all the places collected them all but only have 23 of them and Vex will not touch them. Now when I go back to get the stone the door is locked and needs a key to get in.I might be wrong but i think a later patch moved the stone to the cave you make your escape through, near a troll (so that the stone would be available outside of the embassy quest). Might be an unofficial patch for PC though but you might want to check. It's in the cave where the frost troll is right as you exit the dungeon.I believe it's at the bottom on the left side of the mountain that the Embassy's on. Not 100% sure though.
