I don't think Octavia is OP in the sense that she crowds out other warframes. She does everything pretty decently and with minimal investment. It depends on your wants and needs and your definition of OP. For a low-investment frame that can do 90% of all content solo, Octavia stands out in my opinion.

There is certainly a build that doesn't use resonator but I would never use it because the mallet+resonator play style works for all mission types.
