First time just unpin that and run a clean install but my fps is still 100. Than I try to uninstall the whole aslain modpack with the windows uninstall function but the frame limit is still 100. If I install the modpack with another frame limit for example 165 than my fps is 165 but I want to completely delete this mod.

If not then you have a sandbox or something, and modpack is installing to virutal folder. As you see in the red boxes , directory is the same. Game is in the same place for long time now , no sandbox , no virtual folder
