A fission reactor was designed to work with coolers, otherwise you'd just fill it with cells and moderators and switch it on and off, which totally defeats the purpose. The dev for NuclearCraft himself demonstrates how to do this on YouTube. It doesn't defeat the purpose at all, it simply slows down your average rate of generation.It's mostly there to be destruction.
