If there was rain the day before and a lot of (road) spray etc, although it's unusual, it's possible that ice formed on the linkage and that can prevent the motor from running. (I agree that there should be some sign of the motor trying.) There could also be a problem with the wiper switch that's temperature sensitive.

My fix was to power the DCM circuit from a circuit that was active when the ignition was ON. Probe around in the underhood fuse box and find one that's ON only when the key is ON. Using a couple add-a-circuit {Amazon Add-A-Circuit} the DCM is only powered when the key is ON.
