If its stuck in 4 Lo, put the switch into 4Lo. Stop completely, press the clutch all the way down, and switch to 4Hi. May have to go forward or back a bit to get 4Lo to disengage. This is likely due to the shifting process timing out (jammed t-case or diff actuator). Until the condition is corrected and the ECU reset the light just keeps flashing. With the vehicle off I just unplugged the connection on the 4WD ecu and let it sit for a few minutes then plugged it back in.

I ended up at the Toyota dwaler and they found an issue with somthing to do with exhaust pumps and ended up putting me in a rental and fixing it under a recall.
