So you'll effectively get +9 to damage and attack rolls (+5 from Dex and +4 from Tavern Brawler using your Strength). 114.Melee implies the use of a weapon. Normally, you'd think so, but in 5th Ed. D&D it doesn't work that way, for no solid reason. In BG3 (from the dozen or so hits I tried), it seems that savage attacker doesn't trigger on unarmed strikes. You can see when it does trigger by the "reroll" notification in the combat log.
The most optimal monk is 9/3 using giant strength elixirs and going 8 str, 16 dex, 15 con, 17 wis. Tavern brawler (con) and +2 wis for feats, hag hair (wis). You will be somewhat squishy but there are tons of ways to mitigate that; warding bond, aid, heroes feast, healer build with hell riders pride, etc.

Unsure if the fix will add damage or make it not work at all. As for Monk. The unarmed stuff doesn't work with animal forms (no flurry of blows or bonus unarmed attacks).
