There's Forwarder3-DS, which is by the same dev as Twilight Menu. It allows you to create DSiWare shortcuts on the home menu to boot DS roms off the SD card. Not all ds roms are compatible, and there's a hard limit of 40 DSiWare that you can have on the system, so those are the limiting factors. But it works alright.
