Last time I looked at the server list, there were only about 10 servers that had players in them and about half were crouch only or Nuketown only. #1.

Yes it is but if you have new ps account your mp progress will not be saved. I bought a PS3 recently, seem to get into Team Deathmatch no problem, haven't run into any hackers yet either. I dont think you can sadly. And if you do find a lobby its full of hackers.
It's crazy that a game that came out over 8 years ago is still at full price. Use G2A. If you're on PC just look up Bo2 plutonium. It's like a free version with its own serves. It gives the base game and all of its dlc for free. There are commands you can use to unlock all multiplayer content as well.
