Calling 866-975-0050 did the trick for me - I got through to a human and everything was done in 15 mins. Not sure why AT&T makes it so hard for prepaid customers to get help with activation. I visited two stores, one was a corporate store, and they couldn't help. The prepaid phone support doesn't help.
