Vlandian Pikemen are really lousy and outclassed by Vlandian Sergeants. Imperial Palatine Guards seem almost completely outclassed by Imperial Sergeant Crossbowmen. It's either the crossbowmen or Bucellarii imo. The entire Blaze line probably takes the cake though. 1H infantry with no shield and horrible armor.
