No one can build on a settlement. It's more like you're the final approval authority, project manager, supplies procurement, and delivery person. You don't build per se. You agree X will be built, supply 3 sets of raw material one at a time, and deliver it to the construction site.

It is possible to have more settlements in different saves, but they will be glitchy.
