Currently backpacks are targeted loot for Capitol Hill. Doc Simpson or something appears very very early in the mission. Is it possible to just kill him, reset the mission, kill him again etc to farm the Memento on Challenging? Seems like I'd get a lot more bosses/per minute that way than playing the mission through normally.

Yes, this. DO NOT farm discovery mode- it does not drop there- also you cannot get the keys from discovery mode- only the normal raid. You need 5 keys to open the box- getting it from a boss drop is WAAAAY rare- I had it drop for me in the box 9 times in 130 runs- pre warlords. I’ve only gotten it 1 time in 34 runs after warlords.
