I attempted to select UberX as my preference but the only preference showing up is for Uber eats. I have talked to tech support on the phone 4 different times now.

Turned the app off for about 20 mins and it started working again. Wouldn't recommend this while you're working though.

It should be easy to get a refund. Uber has your book time and cancel time. In general, you get a refund if the driver missed the initial ETA. Or impossible to meet the ETA at some point in time. Uber should have driver's positions along the route or more. It helps if you screenshot the ETA and positions of the driver.
