It's just the visuals that have been upped the 60fps, if that makes sense. Basically, everything looks far smoother on PS4 Pro, but the inputs still take the exact same time to register and play out. There may have been a bug at one point where they were purchasable however the intent with these shorts is that you get access to the shorts for your CAF's country, not all of them at once.
